(1) The Local Commissioner must keep a true record of the licenses granted by him under this rule and submit a report from time to time as requested by the Ministry of Home Affairs.
(2) If any person informs that there has been an explosion, fire or accident involving explosives in any place under the control of the Nepali Army or in the vicinity of a cargo carrier, or if he knows about it, the local police officer must investigate the cause of the explosion, fire or accident and "The cause and circumstances of the accident seen from Chabuzh should be disclosed and if there are any recommendations and suggestions as to how such accidents can be prevented from now on, then a written report should also be submitted to the Government of Nepal.
(3) If it is known with reasonable cause to believe that there has been any act of keeping, using, selling, transporting or importing any explosive substance in any place or cargo in violation of the Act or the rules under that Act, the local police officer himself or sends any person. In addition to that place or burden, inspection, investigation and search should be made and if such explosive materials are found, they should be seized and stopped.
